Spotlight on Success: Snapshot of COVID-19 Grant Wins

Health opportunities are increasing for North Carolinians thanks to time limited federal funds.

Federal COVID-19 grant funds helped NCDHHS, led by the Division of Public Health (DPH), expand services to:

  • Advance health equity  
  • Improve data collection  
  • Strengthen public trust  

Here's a snapshot of key initiatives and their successes:  

Behavioral Health Dashboard

  • Sometimes people experiencing behavioral health challenges end up in emergency rooms. Moving to appropriate settings is not always possible due to lack of resources.
  • DPH developed the Behavioral Health Dashboard to understand this issue in our state. The dashboard identifies the number and location of affected North Carolinians. This helps us determine where in North Carolina to direct resources. 

Increasing Access to Benefits through Data Analysis 

  • Benefit programs like Medicaid, WIC and SNAP often maintain their own data.  
  • Federal funding helped link data across benefit programs. Linked data helps DPH identify people who may be eligible for more services.
  • DPH analyzed benefit enrollment status of 82,000 NCCare360 clients. This analysis found 21,000 people are likely eligible for more benefits. DPH is working to increase their enrollment and access to services and benefits. 

Centralized Health Equity Data (CHED) Initiative 

  • DPH modernized the State Center for Health Statistics infrastructure. This improved processes for data collection and analysis. The initiative also made sharing useful public health data easier. 

Historically Black Colleges and Universities (HBCU) Health Equity Data Consortium   

  • DPH established the consortium to engage community voice. The consortium works to understand disparities in public health datasets. It provides useful data to communities and strengthens the public health workforce. 

Increase in Public Trust 

  • NCDHHS' COVID-19 communications increased trust in the department among North Carolinians.
  • Survey data shows trust in NCDHHS increased by 35%. Black North Carolinians' trust grew most, at 47%, followed by Hispanic/Latino groups, at 39%. 

Vaccination Campaigns through Public Service Announcements 

  • Federal funds supported development of 700 public service announcements during the COVID-19 pandemic. These PSAs shared critical and timely COVID-19 updates with North Carolinians. 

Health Education through Livestream Events 

  • DHHS held 51 livestream events on health education. Topics included chronic conditions and health disparities. The livestreams reached 574,249 North Carolinians.
