Expanded 317 VFA Coverage Criteria

The North Carolina Immunization Program (NCIP) is expanding 317 VFA coverage criteria. Please review the updates below. Eligibility changes are effective immediately.

Dear VFA Providers,

The North Carolina Immunization Program (NCIP) is expanding 317 VFA coverage criteria. Please review the updates below. Eligibility changes are effective immediately.

Vaccine Eligibility Updates:

  • Twinrix® (Hep A/Hep B), Td/Tdap, and MMR: Expanded to include underinsured adults (previously limited to uninsured individuals)
  • Influenza: Available for underinsured adults (no longer limited to uninsured pregnant individuals)
  • RSV: Expanded for administration of uninsured pregnant individuals during the 2026-2027 RSV season (previously limited to LHDs only)

Underinsured Adult Eligibility Criteria

Under the 317 VFA Program, underinsured adults are defined as:

  • Adults who have health insurance, but insurance does not cover any vaccines
  • Adults who have health insurance, but insurance covers only selected vaccines
  • Adults who have health insurance, but insurance does not provide first-dollar coverage for vaccine

Note: For all state-supplied vaccines, providers should refer to the updated 317 VFA coverage criteria when determining patient eligibility.  

317 VFA Ordering and Storage Instructions

As a reminder, when placing an order for 317 VFA in NCIR, please include a note in the comments section specifying which vaccines are 317 VFA and the number of doses requested for each. 

317 VFA vaccines may be stored in the same cold storage unit, provided they are labeled and physically separated from VFC, private, and 317 pediatric vaccines.
