N.C. Well Contractor Certification Reciprocity
Effective October 1, 2025 Session Law 2025-61 provides a process for North Carolina to recognize licenses from certain nearby states. The Well Contractors Certification Commission (WCCC) will certify applicants who meet the law’s requirements and the Commission’s additional standards. These standards confirm competence in well construction and compliance with North Carolina rules.

A specific reciprocity agreement is also in place between the North Carolina Well Contractors Certification Commission and the State of Tennessee's Department of Environment and Conservation Division of Water Resources. Effective July 1, 2014, this agreement waives the written examination and field observation requirements for those licensed in Tennessee who are applying to obtain certification as a well contractor in North Carolina. In return, the written and oral examinations required for licensing in Tennessee are waived for those applicants certified in North Carolina.
